The rule of law is a principle that Law should Govern a nation, not being governed by Government Individuals

These mean that The Law has a higher supremacy than the government, and implied that even the law makers are also the subject to the law.

In good governance, the rule of law played role in constraining  the behavior and the power of Government officials . ( North Korea is an example where there are no constraint whatsoever for their Government leader)
