Set it up like this: 2n+3 < n-4

Solve for n:

2n+3 < n-4

-n        -n                (1st step: get n on one side by itself)

n+3 < -4

  -3   -3                (2nd step: subtract 3 from both sides)

n < -7

The answer is n < -7
