I believe he is referring to the fact that some people can be just as easily outsmarted and taken advantage of by people who are cunning as they can be taken advantage of by people who are stronger and more violent. He says we have to create a system of government that protects against both violence and people outsmarting other people. PEOPLE = INHERENTLY BAD, SO WE NEED GOVT TO KEEP SANE
