From the question it looks like: RT is a line and S is somewhere in between RT.
If that's true than RS + ST = RT.
R-----------------S-------------------T

(3x + 1) + (2x - 2) = 64
3x + 1 + 2x - 2 = 64
5x - 1 = 64
5x = 64 + 1
5x = 65
x = 65 / 5
x = 13.
