The government conducted surveys to determine routes, provided capital and gave land grants for railroad companies.
Through the Pacific Railroads Acts of the 1860's, the US promoted the construction of new railroads that would connect continental USA to the Pacific coast in California. According to these acts, the US Government would give land to the companies to construct the railroads. The goverment would also issue bonds to finance their construction.
