Here x1 = 8 , y1 = -3 , x2 = 9 and y2 = 10

Now

equation of straight line is

y - y1 = y2 - y1 / x2 - x1 ( x - x1 )

y + 3 = 10 + 3 / 9 - 8 ( x - 8 )

y + 3 = 13 / 1 ( x - 8 )

y + 3 = 13x - 104

0 = 13x - y - 3 - 104

0 = 13x - y - 107

Thus 13x - y - 107 = 0 is the required equation .
