Your answer would be the second one. Because the question says 4 LESS than the QUOTIENT of 16 and 2, you would divide first and then subtract 4 because the question infers that you already divided. You would also divide first because if you follow PEDMAS ( parentheses, exponents, divide/multiply, add/ subtract) you would see that division comes before subtraction. I hope this helps!
