slope = (y2 - y1) / (x2 - x1)
slope = (-3 -0) / (-3 - 6)
slope = -3/-9
slope = 1/3

y = mx + b
0 = 1/3(6) +b
0 = 2 + b
so 
b = - 2

Equation:
y = mx + b
y = 1/3x -2
