Answer:

The Necessary and Proper Clause or the Elastic Clause, expands the power of the legislative branch by allowing it to basically make laws that it deems necessary to carry out it's powers granted by the constitution. This is what anti-federalists like Brutus and Patrick Henry hated about the constitution.
