Athenian democracy was a good effort. it wasn't perfect. it let many speak and discuss high minded ideas. there was discourse and participation. there was not participation by everyone ,not even by every adult. women were excluded. slaves were excluded there was slavery which was seen as common ,and acceptable. the Athenians however did strive to realize noble democratic ideals.
