Isolating y, we get:

-3 + 7x < y < 15 + 7x

So we need to graph two linear inequalities:

y > -3 + 7x

y < 15 + 7x

So we need to graph two parallel lines (with dashed lines, the lines aren't solutions) and shade the region above the first line and below the second line.
