Under the Articles of Confederation, there was only one branch of government at the federal level, the legislature, known as Congress; the executive and judicial branches were absent. Congress feared that in the future, it would be able to control the states in a way that would be undesirable. Therefore, they made sure that Congress was weak and that its powers were limited in order to achieve its goals.

Hope this helps :)
