On July 1, 1862, this law was signed into law by President Abraham Lincoln. This law aimed to give government incentives to encourage talent, character, and a willingness to invest in the development of the nation's first transcontinental railroad. It offered government incentives to men who had these qualities.

Hope this helps :)
