What factors would a young man have weighed in deciding whether to flee the united states to avoid the draft?

Those who intended to avoid the draft were charged with draft evasion. In other countries young men who did not report for the draft commits a criminal offense.  However, there are cases where they can try to avoid it like being a farmer who is badly needed for food supplies, a homosexual, having a misleading age, decline of enlistment, health conditions, and much more.
