I believe the correct answer is D. They didn't think the land was suitable for settlement. 
Portuguese and Dutch explorers went mostly to the Americas, where they had a lot of colonies - even today, many places in both South and North America exist thanks to these nations. However, they didn't think Australia would be suitable for their needs, which is why they didn't colonize it, but Great Britain did.
